What is the HHFA?
The HHFA is a comprehensive health facility survey conducted on a sample of facilities or a census of all facilities in a country.
It assesses the availability of facility services, and the capacities of the facilities to provide quality services, based on the presence of key resources and systems.
The 4 “lenses”
The HHFA assesses the services through 4 “lenses” called modules:
- Service availability;
- Service readiness;
- Quality of care; and
- Management and finance.
The HHFA questions and indicators are categorized according to the modules.
HHFA indicators
Most HHFA indicators are one of two types:
- percentage of facilities offering … (a particular service);
- percentage of facilities with … (a particular item).
The 7 key steps
The HHFA involves 7 key steps:
- Decide information needs
- Adapt questionnaire & CSPro tool
- Train data collectors
- Collect data
- Analyze data
- Interpret, communicate and use data
- Archive data
The HHFA resource package provides tools, guidance, and training materials to support each step of the HHFA process and can be accessed through the WHO HHFA webpage.
